AI consulting and business transformation in the UAE
Juthūr helps organizations in the UAE turn AI into working business capabilities. We understand the business first, select the workflows where AI can create measurable value, then design and deliver automation, assistants and agents with the right data-protection regime in mind — federal, DIFC or ADGM — and with people trained to run them.
01
The local landscape
What organizations should know before designing AI workflows here — each point linked to its source.
Which data-protection law applies depends on where and what
The federal PDPL excludes, among others, government data, separately regulated health and banking data, and free-zone entities that have their own personal-data legislation — such as DIFC and ADGM.[1][2]
Cross-border transfers need an approved route
Under Articles 22 and 23 of the federal PDPL, personal data may leave the UAE where the destination offers adequate protection or under specified alternatives and exceptions, including contractual safeguards and qualifying explicit consent.[1]
AI-specific rules already exist in DIFC
DIFC Data Protection Regulation 10, enacted in September 2023, addresses processing personal data through autonomous and semi-autonomous systems — relevant to AI agents operating in the centre.[5]
02
What it means for your AI programme
Juthūr's recommendations based on the landscape above.
- 01
Identify your regime before you design
Confirm whether each entity falls under the federal PDPL, DIFC, ADGM or a sector rule. The answer shapes consent, transfer and record-keeping requirements for every AI workflow.
- 02
Design for Arabic and English from day one
Customer-facing assistants in the UAE usually need both languages and a consistent tone across them. Evaluate accuracy and escalation in each language separately.
- 03
Govern agents, not only models
When an AI agent can take actions — book, update, send — enforce permissions and approval steps outside the model and keep an audit trail.
03
Where organizations typically start
- AI agents for business
AI agents for operations
Bounded agents that prepare work, update systems and escalate exceptions with human approval.
- AI Automation & Workflow Redesign
Workflow automation
Redesigned processes connecting documents, email and business systems.
- Training employees on AI
Team capability
Role-based AI training so adoption lasts beyond the first pilot.
Language and dialects
Many UAE organizations serve customers in Arabic and English, and sometimes in other languages. Test assistants with Emirati and wider Gulf Arabic phrasing as well as English, and make the route to a human clear in every language.

Frequently asked questions
Does the UAE federal PDPL apply to companies in DIFC or ADGM?
Free-zone entities subject to their own personal-data legislation, such as DIFC and ADGM, follow those regimes instead. Confirm the position for each legal entity; this page is not legal advice.
Does Juthūr work with companies in Dubai and Abu Dhabi?
Yes. We work with organizations across the UAE in Arabic and English, starting with a free consultation to understand the business.
What is a sensible first AI project in the UAE?
A frequent, measurable workflow with a clear owner — such as enquiry handling, document intake or report preparation — redesigned and piloted against a recorded baseline.
Can AI agents act on our systems safely?
Yes, when their permissions are limited to the task, high-impact actions require approval, and every action is logged and reversible where possible.
