AI consulting and business transformation in Syria

Juthūr helps organizations in Syria rebuild and modernize how work gets done with AI. We start with the business, choose workflows where AI can create measurable value, and design practical automation and assistants that respect Syria's electronic personal-data law — with training so teams can adopt them.

01

The local landscape

What organizations should know before designing AI workflows here — each point linked to its source.

Electronic personal data is regulated

Syria's Law No. 12 of 2024 covers electronic processing of personal data and, under Article 46, came into force on 1 January 2025. It provides for a Personal Data Protection Authority.[1]

Transfers abroad require licensing and adequate protection

Articles 25 and 26 require licensing by the authority and an acceptable level of protection, with specified consent-based exceptions for transfers to destinations with lower protection.[1]

AI sits within digital transformation

Official reporting in 2025 referenced a national digital-transformation strategy; we did not find a separately adopted national AI strategy.[3]

02

What it means for your AI programme

Juthūr's recommendations based on the landscape above.

  1. 01

Confirm transfer requirements before choosing cloud AI

Most AI services process data outside the country. Check the licensing and protection requirements, minimize personal data and keep sensitive data out of prompts.

  2. 02

    Confirm service availability

Before designing around an international AI or cloud service, confirm that it is available and permitted for your organization and use.

  3. 03

    Prioritize simple, robust wins

Start with workflows that work reliably with limited integration — document handling, reporting, knowledge retrieval — and expand as systems mature.

Language and dialects

Assistants serving Syria need Syrian and wider Levantine Arabic alongside Modern Standard Arabic. Test with real customer phrasing and keep a clear handover to a person.

Frequently asked questions

Does Syria have a personal data protection law?

Yes. Law No. 12 of 2024 on the Protection of Electronic Personal Data came into force on 1 January 2025. Its implementing arrangements and the regulator's operation should be confirmed locally. This page is not legal advice.

Does Juthūr work with organizations in Syria?

Yes. We work with organizations in Syria in Arabic and English, beginning with a free consultation to understand the business and its constraints.

Can Syrian organizations use international AI services?

That depends on the transfer requirements of Law No. 12 of 2024 and on each provider's availability and terms. Verify both before building a workflow around a service.

Where should we start?

With one or two measurable workflows that need little integration, a clear owner and a recorded baseline.
