AI consulting and business transformation in Saudi Arabia

Juthūr helps organizations in Saudi Arabia move from AI interest to working capabilities. We start with how your business actually operates, choose the workflows where AI can make a measurable difference, then design and implement automation, assistants and agents with the data-protection and governance controls that Saudi organizations are expected to apply — in Arabic, English or both.

01

The local landscape

What organizations should know before designing AI workflows here — each point linked to its source.

Personal data is regulated, with a compliance deadline already passed

The PDPL took effect on 14 September 2023, and the general compliance deadline was 14 September 2024. It applies within the Kingdom and, in specified circumstances, to processing outside it.[1]

Transfers outside the Kingdom are restricted

Transferring personal data abroad is permitted only for defined purposes and through adequacy, appropriate safeguards or listed exceptions under the transfer regulations — a key question when an AI service is hosted outside Saudi Arabia.[1]

SDAIA publishes AI ethics and generative AI guidance

SDAIA's AI Ethics Principles and its generative AI guidelines for the public and for government set expectations on transparency, accountability, privacy and human oversight.[3][4][5]

02

What it means for your AI programme

Juthūr's recommendations based on the landscape above.

  1. 01

Know where each AI service processes data

Before a pilot, record which personal data an assistant or agent touches, where the provider processes it, and which transfer route applies. Prefer designs that minimize personal data in prompts.

  2. 02

Write a staff policy for generative AI

Give employees approved tools, clear rules on what data may be entered and a human-review requirement for anything sent to customers or used in decisions.

  3. 03

    Keep governance proportionate

Apply stricter controls — testing, logging, approvals — to workflows that affect customers, finances or eligibility, and lighter controls to internal drafting.

Language and dialects

Saudi customers and employees use several Arabic varieties alongside Modern Standard Arabic and English. Test any assistant or voice agent with real phrasing from your own customers — including Najdi, Hijazi and Gulf expressions — before launch, and measure accuracy separately for each.

Frequently asked questions

Can a Saudi company use international AI services under the PDPL?

Often yes, but it depends on the personal data involved and the transfer route. Map the data, check where the provider processes it, minimize personal data and confirm the applicable conditions under the transfer regulations. For regulated sectors, also check sector rules. This page is not legal advice.

Does Juthūr work with organizations across the Kingdom?

Yes. We work with organizations in Saudi Arabia in Arabic and English. Engagements begin with a free consultation to understand your business before anything is proposed.

Where should a Saudi organization start with AI?

With two or three workflows that are frequent, measurable and owned by someone willing to change them — then a baseline, a redesigned process and a bounded pilot. Our guide on adopting AI explains the full path.

Can AI agents handle Saudi dialects?

Modern speech and language models handle many Arabic varieties, but accuracy varies by dialect, audio quality and topic. Test with your own recordings and keep a human handover for anything uncertain or sensitive.
